ABOUT HEART

HEART Hulton is an Association of residents from the Hulton area who are concerned about the proposals to build thousands of houses on Hulton Park and surrounding areas.

​

HEART was formed to:

 

  • Safeguard and promote the interests of residents in and around Hulton Park on issues relating to planning and building development on greenbelt.

​

  • Raise awareness of development proposals within the local community.

​

  • Challenge inappropriate development proposals on greenbelt, including Hulton Park and land adjacent to it.

​

  • Establish links and strengthen community spirit by providing support to individuals and other local groups.

​​

Our objective is to safeguard and promote the interests of the residents on issues relating to planning and building development on greenbelt.

PUBLIC INQUIRY

The Secretary of State called in a Public Inquiry to decide if the greenbelt at Hulton Park can be developed.

​

The inquiry was held at the Bolton Town Hall from 1 October to 16 October, 2019. 

​

WHAT HAPPENS NEXT? 

There was an accompanied site visit by the Inspector on 5 November, 2019. Our witnesses, Chris Gallagher (Landscape and Heritage) and Jackie Copley (Planning and Planning Policy), joined this visit.  The Inspector also made unaccompanied visits whenever she wanted to the public footpaths and to view traffic.

After the visits, the Inspector will review all materials and compile a report with a recommendation for the Secretary of State.

 

The Secretary of State will review the report and then decide whether to support or reject the Inspector's recommended decision.  The decision will be announced in the timescale of between three to twelve months, taking into consideration other priorities such as Brexit, a potential change of Secretary of State, and the General Election.

 

Our Barrister believes that if HEART wins, Peel will go to Judicial Review therefore it is important that we continue to raise funds to cover current and potential expenses. Click here to make a donation.

LATEST PRESS RELEASE

The government should make a decision on the future of an historic 1,000-acre estate by the summer.

​

The final decision on a proposal for a major housing development and a Ryder Cup golf course at Hulton Park is expected to be made by the Secretary of State by June.

​

Planning inspector Karen Ridge has until March 9 to write her report on developer Peel L&P's plans following the three-week public inquiry which took place in October.

​

The Housing, Communities and Local Government Secretary, Robert Jenrick, has a target of three months to decide whether he agrees with the report's recommendation.

​
